With T-Mobile and Orange refusing to go along with any such plan, even if it means not getting regulatory approval from Ofcom, the ball is back in the Ofcom court.
Some industry analysts are viewing this as a means to bargain for some of the coveted 900 MHz spectrum that rivals Vodafone and O2 Broadband have. The government is looking at redistributing this 900 MHz spectrum to operators for 3G networks.
